Reps on your program are meant to be a guide.
I’ve coached thousands of people and helped them get into the best shape of their lives. They are constantly confused by the notion that if somethings says 10 reps, that is the most important factor in their set.
Here’s the reality: if you get 9 reps instead of 10, but you pushed yourself all the way to failure, that is more important than the 10th rep.
If you stop at 10, but you could have done 11, 12, or 13 reps, that is when you have failed to complete the set. Use reps as a guide, not a hard and fast rule.
